According to a recent survey done among Russian tech firms Flant and Diasoft, 30% of the banks cannot or will not be ready for the digital ruble. CBDC has some challenges that can stem from the reaction of financial institutions concerned with the loss of control. Many banks fear stricter transparency rules and increased oversight from the Bank of Russia. This dilemma has slowed down the pace at which the country is pursuing the CBDC.
Banks Resist Digital Ruble
As reported on March 14 in Vedomosti, Russian banks are not interested in acting as the intermediaries for the digital ruble. Analysts believe that such concerns range from the perception that if banks give too much power to the central bank they would relinquish the most crucial controls in their hands. They argued that the shift pushes more advantage to the Bank of Russia than the other commercial banks. Numerous financial organizations are afraid to lose control over the money of customers.
The survey was conducted on 150 plus IT directors and banking professionals. Thus, according to the poll, only 20% of the respondents stated that their systems were completely ready for the digital ruble. About 50% of the respondents revealed that they are only somewhat prepared. Of the total respondents, 14% were concerned about the security risks associate with its stringent data protection standards. These figures can be attributed to the fact that banks remain unclear on the possibility of adopting CBDC.
Major Banks Prepare Shift
Nevertheless, several large institutions have started getting ready for the change. This fact can be explained by the need to adapt their infrastructure as VTB, Sberbank, and Gazprombank have done. This is a problem for these banks that are already managing with western sanctions, digital currency is a way out. Others believe that the use of the digital ruble will help avoid restrictions around the world.
Earlier the Bank of Russia intended to launch the new banknotes within the mass circulation beginning from the July 1. However the authorities had declared a one week shift in late of February. It is regarding the new launch that has not been confirmed to have been set by the authorities yet. The transition is a key and crucial factor in the nature of the relationship that is supported by both the banks and consumers.
The pilot project of digital assets in the ruble started in August 2023. Some of the banks and users have carried out experiments on the implementation of payment through this new system. This requires expansion as the central bank anticipated rapid increase of money supply but market institutions slowed that docket.
