OpenAI has partnered with Malta to give residents ChatGPT Plus for one year after they complete an AI literacy course. The agreement makes Malta the first country to offer premium AI access through a national program, according to Saturday’s announcement.
The program will provide free access to ChatGPT Plus to citizens who finish a government-backed AI literacy course before receiving the one-year ChatGPT Plus subscription. OpenAI said the course was developed by the University of Malta and focuses on responsible use.
OpenAI Malta Deal Focuses on Responsible AI Training
The course explains what artificial intelligence is and what it cannot do. It also covers how people can use AI tools at home and in the workplace without misusing them in daily tasks.
Maltese Minister for Economy, Enterprise and Strategic Projects Silvio Schembri stated that the country does not want citizens to get left behind in the digital age. The mission is to use AI as a business enabler for families, students, and workers.
Eligible participants will use the Malta Digital Innovation Authority to manage distribution. This phase is scheduled to begin this month and will be expanded according to the number of residents and Maltese citizens abroad who finish the course.

The deal is part of the broader OpenAI for Countries program. OpenAI supports governments with ambitions of transitioning from a nascent interest in AI to national adoption through the program.

The project is not dependent on a given structure,” the company notes. The form of every partnership is designed to meet the needs of a country, such as its educational, workforce training, and public service requirements.
OpenAI has already collaborated with governments in similar initiatives. It teamed up with Estonia last year to make ChatGPT Edu available to students and teachers in secondary schools.
ChatGPT Edu is an educational version of ChatGPT. OpenAI has also announced the establishment of OpenAI for Greece, in collaboration with the government of Greece.
The company has diversified its public sector partnership beyond education. As previously announced, OpenAI also took a deal with the U.S. Department of Defense to roll out its AI models on classified military networks.
